OBJECTIVES OF THE PROGRAMME
The NTD department aims to advance control, prevention, elimination and eradication of neglected tropical diseases through:

(1) planning and technical guidance of programmes including propagation of standards and indicators for epidemiological assessment of prevention and control measures;

(2) service delivery strengthening (country support);

(3) strategy development and monitoring for eradication and elimination for selective NTD;

(4) strategy development and monitoring for other NTD, as well as the promotion of operational research and training directly related to their control needs;

(5) strategy development and monitoring of vector control;

(6) strategy development and monitoring to prevent and control zoonotic NTDs and snakebite envenoming;

(7) social mobilization and training for prevention, control, elimination and eradication of NTDs ;

(8) international coordination in prevention, control, elimination and eradication of NTDs.

DESCRIPTION OF DUTIES
1. Strategic and Technical Direction:

a. Leading and directing the strategic and technical work of WHO in the field of NTD prevention, control, elimination and eradication, including development and promotion of strategies for prevention, control , elimination and eradication; norms and standards; policy guidelines; information; research priorities; monitoring progress towards the NTD Road map and other related NTD control targets and surveillance.

b. Planning, budgeting and reporting on the work of the NTD, in line with the General Program of Work and Programme Budget.

c. Providing expert technical and strategic advice on NTD to the Director-General, Regional Directors and Member States, as well as relevant partners, including technical support in planning, implementing and evaluating country programmes.

2. Resource Mobilization and Management:

a. Mobilizing resources for WHO work in NTD.

b. Managing the human and financial resources of the NTD area of work in accordance with WHO policies.

c. Managing the activities and delivering the expected outputs of the NTD in accordance with the approved work plan and expected outputs.

3. Relations with partners and stakeholders:

a. Coordinating with WHO regional and country offices and other clusters and departments of WHO HQ to deliver on the Organizations NTD-related goals and milestones in line with WHA resolution 66.12 and the NTD Road map.

b. Building and sustaining effective collaboration with other key stakeholders working towards the targets and goals of NTD prevention control, elimination and eradication in line with WHA resolution 66.12 and the NTD Road map.

4. Presents compelling vision for importance of managing NTDs as a global health programme in the broader context of WHOs programmes and economic development, ensuring NTD prevention, control, elimination and eradication is effectively integrated into the institutional agendas of partners and aligned with the UHC and SDG agendas.

REQUIRED QUALIFICATIONS
Education
Essential: University degree in Medicine, life sciences or Veterinary Medicine and Masters level university degree in public health, tropical medicine, parasitic diseases/epidemiology or related fields.
Desirable: University degree or formal training in financial and human resources management.
Experience
Essential: At least 15 years of professional experience in diseases control and/or epidemiology at various levels (international, national and regional level), including in developing countries. Of which, at least 10 years of leadership and management (planning, implementation and coordination) experience in public health programmes at national and international level, including policy and strategy development. Experience in the management of complex public-private partnerships. Extensive experience in promotion and advocacy activities with a solid track record in resource mobilization with the international donor community including bilateral development agencies, foundations, private sector, NGOs and other UN agencies.
Desirable: At least 5 years experience in one or more of the following:

– leading national or international disease control programmes, particularly tropical and parasitic diseases, prevention, control, elimination and eradication programmes or other communicable diseases disease control programmes;

– developing, directing and leading a multidisciplinary team;

– managing its financial, in-kind (medicines) and human resources;

– collaborating (including resource mobilization) with the private sector, particularly the pharmaceutical industry.

Skills
– Extensive knowledge and technical expertise in the main tropical diseases within the present WHO NTD portfolio and in their prevention, control, elimination and eradication.

– Excellent managerial expertise and ability to provide authoritative advice on NTD control priorities.

– Ability to write clearly and articulately present reports on a broad range of issues while representing and promoting the OrganizationLeadership skills in the planning and coordination of multidisciplinary public health programmes, including the implementation of disease control programmes.

– Management skills and experience in managing people and financial resources.

– Ability to engage and communicate effectively with media, member states, and partners.

– Commitment to collaborate effectively with other key partners in NTD prevention control, elimination and eradication.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 107,150 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 7447 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
